The charter cities (2140–2200). Refuge cities founded under Basin charters extended the rule to all public decisions. Early abuses showed what an unchecked qualified class would do, and the charters answered by entrenching the floor: essentials, residents' rights and the rules of the Threshold placed beyond ordinary law. They also set the aim every Threshold polity has kept since: at least 75% of adults holding the right to vote, through the Second Schooling, the paid study leave and fully staffed examinations that let adults keep trying.
