The Ceres Letter (2440s). In the Ore Secession the breakaway Belt's council publishes a single orbital trajectory: a 30,000-tonne rock that could reach Earth in nine years. It threatens nothing in words, and the rock is never moved. Nobody forgets that it could have been, and the Concord Accord's Rock Clause answers it (see The Rock Clause, in The Mirror Race).
