The Basin Compacts (2100s). River-basin authorities were formed in emergencies to run dams, drawdown crews and rationing. Their founding charters gave decision rights to people who had qualified to operate critical systems unassisted — at first a practical safety rule, not a political theory. The first was the Laurentian charter, descended from the Great Lakes Compact of 2008.
